Resolution clarifying the intent of Congress that the Federal Communications Commission exert its jurisdiction over utility pole attachment fees charged to cable television systems.

Expresses the sense of the House of Representatives that the Federal Communications Commission be encouraged to recognize and exercise its full legal authority over the communications space on utility poles in those States where the rates for pole attachments are not already so regulated. Directs the Commission in exercising its jurisdiction to insure that reasonable rates reflecting actual costs are charged for pole attachment services.
