Resolution to provide that unexpended balance of the stationery allowances of Members of the House of Representatives shall be transferred to the contingent fund of the House of Representatives at the close of each Congress.

Provides that any amount of the stationery allowance of a Member of the House of Representatives which is unexpended on the date of the adjournment of a session of the Congress which begins in any even-numbered year shall be paid into the contingent fund of the House of Representatives.

Establishes a fund, to be administered by the Committee on House Administration of the House of Representatives, for the purpose of administering funds appropriated for stationery allowances of Members of the House and for stationery for use of the committees, departments, and offices of the House.
