Resolution to insure that the quality and quantity of free broadcasting service not be impaired.

Expresses the sense of the House of Representatives that the Federal Communications Commission and other agencies shall be encouraged to exercise their full legal authority to insure that the quality and quantity of over-the-air broadcasting service which is now available to the public shall not be reduced or impaired by the operations of pay television.

Calls for regulation of pay television in a manner consistent with the establishment and maintenance of over-the-air television broadcast services.
