Creates a seven member select committee in the House to conduct a full and complete investigation and study of the circumstances surrounding the deaths of John and Robert Kennedy, Martin Luther King, and the attempted assassination of George Wallace.

Grants specified powers to the committee.

Requires the committee to report to the House as soon as practicable during the present Congress.
