Authorizes the expenditure of $150,000 by the House Committee on Standards of Official Conduct for inquiries and investigations conducted pursuant to H. Res. 1042 (inquiry into publication of text of Select Committee on Intelligence report).

Allocates $130,000 to be expended for the procurement of consultant services.

Requires the chairman of the Committee to furnish the Committee on House Administration information with respect to any study or investigation intended to be financed from such funds.
