A bill to extend benefits under section 8191 of title 5, United States Code, to law enforcement officers and firemen not employed by the United States who are killed or totally disabled in the line of duty.

Expands the scope of disability and death compensation benefits for law enforcement officers not employed by the United States by redefining the term "eligible officers" to encompass public safety officers, including firemen. Deletes the requirement that the law enforcement action of such officers be to crimes against the United States and substitutes eligibility critera based on employment by a State, political subdivision, or legally organized volunteer fire department.
