Provides, under the National Foundation on the Arts and Humanities Act of 1965, that the National Endowment for the Arts shall carry a program for the employment of artists during any fiscal year in which the national rate of unemployment exceeds 6.5 percent.
Sets forth conditions governing the expenditure of funds for such a program.
Defines the terms "artist" and "unemployed" as it applies to artists.
Authorizes to be appropriated $20,000,000 for fiscal year 1976 for the purposes of this Act.
