A bill to amend the Tennessee Valley Authority Act of 1933, to increase the number of members on the board of directors.

Increases the number of members on the board of directors of the Tennessee Valley Authority from three to five.

Requires that all meetings of the board involving the transaction of business be open to the public.

States that the board shall not consider a price or rate increase for electric power more often than once every two years, the first two year period to begin on the date of enactment of this Act.
