Authorizes the people of Guam to organize a government pursuant to a constitution of their own adoption.
Authorizes the Legislature of Guam to call a constitutional convention to draft a constitution. Requires that the constitution: (1) recognize the sovereignty of the United States over Guam; (2) provide for a republican tri-partite government; (3) contain a bill of rights; (4) deal with local self-government; (5) provide for a system of local courts; and (6) require that the voting franchise extend only to residents who are citizens of the United States.
Provides for the membership of the constitutional convention.
Requires the constitution to be submitted to the Governor of Guam who shall in turn submit such constitution to the President of the United States. Requires the President to transmit the proposed constitution to Congress for approval.
Provides for adoption of the constitution after approval by a majority of voters participating in a referendum.
