A bill to authorize financial assistance for the operating deficits of nonprofit hospitals which are attributable to the provision of outpatient health services to persons who are unable to pay therefor and for whom reimbursement for the costs of such services is not authorized under any public program.

Authorizes $200,000,000 annually to the Secretary of Health, Education, and Welfare to make available financial assistance for the operating deficits of nonprofit hospitals which are attributable to the provision of outpatient health services to persons who are unable to pay therefor and for whom reimbursement for the costs of such services is not authorized under any public program.
