Authorizes a project for flood control in the vicinity of Baytown, Texas, at an estimated cost of $12,700,000.
Provides that both the $15,000 limitation imposed under the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 and any changes in the fair market value of the property caused by subsidence or flooding after February 13, 1969, shall be disregarded in compensating owners of the property who were owners as of the time of flooding.
Requires the State or local governments to supply 20 percent of the funding for such project.
