Authorizes the people of the Virgin Islands to organize a government pursuant to a constitution of their own adoption under the provisions of this Act.
Authorizes the Legislature of the Virgin Islands to call a constitutional convention to draft a constitution for the people of the Virgin Islands.
Requires that such constitution shall include a bill of rights.
Provides for eligibility for membership at the convention. Establishes voting procedures for the approval or disapproval of such constitution as may be drafted by the convention.
Provides that upon taking effect, a constitution drafted and approved under this Act shall supersede such provisions of the Organic Act of the Virgin Islands as may be inconsistent with such constitution.
