Title I: Revision of National Heart and Lung Institute Programs - Authorizes research and training in the use of blood products and the management of blood resources under the National Heart and Lung Institute programs.
Authorizes the use of funds under such programs for the prevention and control of blood diseases.
Title II: National Research Service Awards - Makes such awards available under Federal programs and extends the authorization for them through fiscal year 1977.
Title III: Disclosure of Research Information - Provides that, subject to specified exceptions, the Secretary of Health, Education, and Welfare may not disclose any information contained in a research proposal, research hypothesis, or research design obtained by him in connection with an application or proposal for a grant, fellowship, or contract under the Public Health Service Act.
Title IV: Genetic Diseases - Establishes a national program of project grants and contracts to provide for basic and applied research, research training, testing, counseling, information, and education programs with respect to genetic diseases, including sickle cell anemia, Cooley's anemia, and Tay-Sachs disease.
Title V: Miscellaneous - Makes technical and conforming amendments to the Public Health Service Act.
