Requires any person who enters into an agreement to sell and export wheat, wheat flour, feed grains, or other commodities designated by the Secretary of Agriculture to obtain the approval of the Secretary before exporting such commodity.
Sets forth items of information which must be supplied by the prospective exporter. Enumerates factors for the Secretary to consider in deciding whether to approve such sale.
Establishes a fine and a prison term for the violation of this Act.
