States that individuals who were initially eligible for State unemployment insurance benefits shall not be denied such benefits without first being afforded the right to a hearing on the issues involved in such denial. States that the individual shall have the right to be represented by counsel and to present evidence and crossexamine witnesses at such a hearing.
Declares that the Secretary of Labor shall not make payments to any State to assist in the administration of State unemployment compensation laws unless the State provides for eligibility hearings as described in this Act.
