A bill to amend title 18, United States Code, to make unlawful the administration by any Federal employee of a drug for research purposes to any uninformed or nonvoluntary person.

Provides that whoever being an officer or employee of the United States, willfully administers a drug to any person for research purposes without that person's written consent shall be fined not more than $5,000 or imprisoned for not more than five years, or both. (Adds 18 U.S.C. 1924)
