Provides, under the Copyright Law, that a person shall not infringe or have infringed the copyright in any work protected under the U.S. copyright laws who, for the purpose of transmission on a noncontiguous area cable television program or programs broadcast by one or more television stations licensed by the Federal Communications Commission, and when after the enactment of this Act: (1) the videotape is transmitted no more than one time, without deletion of any material, on any such system; and (2) an owner or officer of such facility erases or destroys such videotape. Requires that such owner or officer execute an affidavit attesting to the destruction of such videotapes.
Allows a system, pursuant to written contract, to transfer videotapes to another system under specified conditions. Requires that such contract be placed in a file and open to public inspection.
Defines terms used in this Act, including "videotape."
