A bill to amend title 44, United States Code, to prohibit the distribution of free copies of bound volumes of the Congressional Record to Members of the Congress.

Prohibits the distribution of copies of volumes of the Congressional Record in permanent form to Members of the Congress, except at the price for which they are available for sale to the public. (Amends 44 U.S.C. 903, 906)
