A bill to authorize the Secretary of Commerce to engage in certain small business export expansion activities.
Small Business Export Development Act - Establishes in the Department of Commerce an office to be known as the Federal Export Office. Provides for the staffing and administration of such Office.
States that the Office, in coordination with other agencies of the Federal Government, shall perform specified functions, including: (1) foster the development of United States export associations composed of businesses which have not actively engaged in substantial export activities or which, in the opinion of the Director, may have potential for further export activities; (2) obtain operating and other business information in order to provide advice to persons engaged in exporting; (3) provide technical assistance, advice, and financial support through grants and loans in accordance with the provisions of this Act; and (4) establish programs for the development of skills necessary to the successful operations by persons engaged in export activities, and for the development of liaison between the Office, United States export associations, and international financial, investment, and marketing institutions.
States that the Director shall make an annual report to the Congress and the President on the activities of the Office during the preceeding fiscal year.
States requirements for the eligibility of small businesses for participation in a United States export association, including the requirements that the average annual sales of the business during the preceding 5 calendar years was less than $30,000,000 and that not more than 5 percent of such sales consisted of sales to foreign countries, not including Canada and Mexico.
Provides that a United States export association formed in accordance with the requirements of this Act may qualify for assistance from the Office if: (1) the association is composed of at least three businesses, each of which has been certified as an eligible business; and (2) the association files an application for qualification with the Office.
Authorizes the Office to make grants and loans to any United States export association formed and qualified under this Act.
Authorizes to be appropriated to the Secretary of Commerce for the purposes of carrying out the provisions of this Act $35,000,000 for each of the fiscal years 1976, 1977, and 1978.
