Authorizes the Secretary of the Interior to enter into an agreement with the Governor of California to provide for the acquisition, protection, and maintenance of specified property formerly owned by Eugene O'Neill in Danville, California. Authorizes, upon conclusion of such an agreement, the designation of such property as the Eugene O'Neill National Historic Site. Prohibits the Secretary from obligating or expending any Federal funds for the acquisition, development or operation of the Eugene O'Neill Historic Site. Authorizes the Secretary to render the operating agency technical advice and planning assistance.
=Title II:= Authorizes the Secretary to accept the donation of the Cherokee Strip Living Museum in Arkansas City, Kansas, and to administer such museum.
