A bill to amend the Federal Election Campaign Act to provide that members of the Federal Election Commission shall be appointed by the President, by and with the advice and consent of the Senate, to require that meetings of such Commission shall be open to the public.

Provides, under the Federal Election Campaign Act, that members of the Federal Election Commission shall be appointed by the President by and with the advice and consent of the Senate, and no more than three shall be from the same political party. Requires that meetings of such Commission shall be open to the public.
