Provides under title II (Old-Age, Survivors, and Disability Insurance) that an individual may qualify for disability insurance benefits and the disability freeze, under title II of the Social Security Act, if he has enough quarters of coverage to be fully insured for old-age benefit purposes, regardless of when such quarters were earned. Sets forth a formula for the reduction of benefits if a person begins receiving such benefits in a month before his retirement age is reached.
