A bill to amend the Highway Safety Act of 1966 to authorize appropriations.
Highway Safety Act - Revises the Highway Safety Act to provide for the reduction of funds apportioned to a State for highway safety programs when such State does not have or is not implementing such programs.
Authorizes appropriations for fiscal years 1977 through 1980 for the purposes of making incentive grants to States which have showed the greatest progress in reducing traffic fatalities.
Authorizes appropriations for carrying out highway safety programs and highway safety research and development programs under the Highway Safety Act.
