A bill to amend section 514 of chapter 2 part II of the Foreign Assistance Act of 1961.

Prohibits the transfer to any foreign country of any defense article which has been set aside for future use by a foreign country unless such transfer has been authorized under the Foreign Assistance Act or the Foreign Military Sales Act. Requires such transfers to be charged against funds authorized under such legislation for the fiscal period in which the transfer is made.
