A bill to provide for the competitive movement at fair and equitable rates and charges of household goods shipments moving in the foreign commerce of the United States.

Requires common carriers by water to submit to the Federal Maritime Commission rates covering shipments of household goods moving in part or in whole by water in the foreign commerce of the United States.

Allows interested persons to protest such rates. Sets forth criteria for approval or disapproval of such protested rates.
