Declares that it is the purpose of this Act to provide a source of financial assistance for homeowners and builders so as to enable them to purchase and install solar heating equipment or combined solar heating and cooling equipment, primarily through the small business segment of the economy, in order to substantially reduce energy use.
Authorizes the Small Business Administration to make loans to individuals and families owning and occupying one- to four-family residential structures, and to persons engaged in building residential structures of any kind, to assist them in purchasing and installing qualified solar heating or solar heating and cooling equipment (as defined by this Act) in such structures.
Specifies the maximum amount, interest rate, and maturity date of such loans. Sets forth loan application requirements. Directs the Energy Research and Development Administration to assist the Small Business Administration in carrying out the provisions of this Act by transmitting technical findings and recommendations and providing information concerning solar heating and cooling equipment to any person upon request.
