Provides, under the Federal Aviation Act, that upon the request of the Secretary of Transportation, the Secretary of the Treasury may invest all or any part of the war risk insurance revolving fund in interest-bearing securities of the United States.
Terminates the authority of the Secretary of Transportation to provide such insurance on May 7, 1976.
Directs the President to conduct a full and complete investigation and study of the possible expansion of the war risk insurance program to provide riot insurance, and to report the results to the Congress within 90 days.
