Communicative Health Care Amendment - Declares the purposes of this Act, including to consolidate and clarify the health care coverage of present services. Specifies the services to be covered relative to the health care for persons with communicative disorders under the health insurance program (Medicare) of the Social Security Act, including preventive, diagnostic, treatment, and rehabilitative functions.
Provides that payments presently made to hospitals under the Medicare program based on services provided by an outside resource shall be payable directly to such outside resource provider.
