Provides for emergency assistance grants under title XVI of the Social Security Act to recipients of supplemental security income benefits who have lost benefits and in State supplementary payments, and prohibits reductions in such benefits because of benefit increases.
Permits payment of supplemental security income benefits directly to drug addicts and alcoholics (without a third-party payee) upon certification of the chief medical officer of the treating facility.
Provides for the continuation on a permanent basis of the provision making supplemental security income recipients eligible for food stamps.
