A bill to amend title 39, United States Code, to extend the period during which preferential mail rates shall apply with respect to certain publications mailed by veterans organizations.

Provides that publications mailed by any veterans' organization or association entitled to preferential rates, shall not, on and after the first day of the twenty-fifth year following the effective date of the first rate decision applicable to such publications, exceed the direct and indirect postal costs attributable to the mailing of such publications.
