A bill to amend title XX of the Social Security Act to provide for annual increases in the aggregate amount available for social services payments to States thereunder so as to reflect rises in the cost of living.

Raises automatically the ceiling on Federal payments to States for social services under title XX (Grants to States for Services) of the Social Security Act whenever cost-of-living adjustments to Old-Age, Survivors, and Disability Insurance benefits are made by the Secretary of Health, Education, and Welfare.
