Declares it to be the policy of the Congress to support research in agriculture and forestry at State agricultural experiment stations, land grant colleges, and other forestry research institutions, through Federal grants to help finance physical facilities as required for the effective conduct of adequate research programs.
Authorizes the Secretary of Agriculture to make grants to eligible institutions for purposes of planning, acquisition, construction, repair, rehabilitation, renovation, and remodeling of buildings, laboratories and other capital facilities (including the acquisition of fixtures and equipment which are to become a part of such buildings) which are necessary to more effectively conduct research in agriculture, forestry, and related sciences.
Authorizes to be appropriated for allocation to eligible institutions for purposes of making such grants such sums as the Congress deems advisible.
Sets forth procedures for allocating funds among eligible institutions.
