A bill to amend sections 130 and 405 of title 23, United States Code, to provide for the installation of warning lights at certain railroad-highway crossings.

Authorizes Federal payment of the costs of installing warning lights at railroad- highway crossings.

Directs each State to identify projects to install such warning lights for the Federal-aid safer roads demonstration program.
