Prescribes the conditions pursuant to which States may continue eligibility for payments under title XVI (Supplemental Security Income Benefits) of the Social Security Act.
States that the Secretary of Health, Education, and Welfare shall not discontinue payments to a State not meeting one of such conditions if the level of benefits provided by such State is not significantly lower than the level which would obtain if the requirements were fully met.
