Stipulates that the 1972 general increase in Social Security benefits shall not be considered in determining eligibility for Medicaid benefits in the case of individuals receiving aid under various public assistance programs and Old-Age, Survivors, and Disability Insurance benefits.
Exempts Puerto Rico, Guam, and the Virgin Islands from the requirement that Medicaid recipients must be able to obtain medical services from any provider who is willing to furnish such services.
