A bill to amend the Internal Revenue Code of 1954 to provide that domestic distilled spirits may be withdrawn without tax from foreign-trade zones for use by foreign governments and their diplomatic personnel.

Provides, under the Internal Revenue Code, for the transfer of domestic distilled spirits, bottled in bond for export, to foreign trade zones without payment of tax.

Provides for the withdrawal of such spirits from foreign trade zones by foreign diplomatic personnel for consumption in the United States.
