A bill to amend the Social Security Act to eliminate trust fund financing for State capital expenditure review activities and expand the scope of mandatory outpatient services under State medical assistance programs.

Repeals the requirement of title XIX of the Social Security Act (Medicaid) that the Secretary of Health, Education, and Welfare pay States for the development and review of proposed capital expenditures for health care facilities and organizations from the Federal Hospital Insurance Trust Fund.

Authorizes payment for outpatient services provided by an ambulatory health care center under the Medicaid program.
