Veterans' Administration Physicians and Dentists Comparability Pay Act - Authorizes the Administrator of Veterans' Affairs to offer special pay and incentive pay to physicians and dentists employed on a full-time basis by the Department of Medicine and Surgery of the Veterans' Administration.
