Weatherization Assistance Act - States that the purpose of this Act is to develop and implement weatherization programs to insulate the dwellings of low-income persons, particularly those who are elderly, in order to conserve needed energy and aid those persons least able to afford higher energy costs.
Authorizes the Administrator of the Federal Energy Administration to provide grants to State Governors and the Mayor of the District of Columbia and to transfer funds to the Commission of the Bureau of Indian Affairs to assist in carrying out home weatherization programs.
Directs the Administrator to develop and publish criteria by which application for funds may be evaluated.
Authorizes to be appropriated not to exceed $55,000,000 per year for fiscal years 1976,1977, and 1978.
