A bill to amend the Food Stamp Act of 1964.

Revises the Food Stamp program by making recipients of Supplemental Security Income and State supplementary payments which have been found by the Secretary of Health, Education and Welfare to have been specifically increased so as to include the bonus value of food stamps ineligible for food coupons or food distribution until June 30, 1976.

Directs the Secretary of Agriculture to prescribe, by regulation, certification procedures designed to insure the participation of eligible households in the Food Stamps program.
