A bill to postpone for an additional 3 years (until June 30, 1978) the mandatory applications to Puerto Rico, the Virgin Islands, and Guam of section 1902(a) (23) of the Social Security Act, which requires that individuals eligible for medical assistance be permitted to obtain such assistance from any provider who undertakes to furnish it.
