A bill to amend section 104(g) of title 23, United States Code, relating to the transfer of funds from the rail-crossing program to other uses.

Provides that all or any portion of the amounts apportioned to a State for a rail-crossing program may be transferred to other highway safety programs authorized by the Highway Safety Act of 1973 if such State has no rail-highway crossings on its Federal-aid system.
