A bill to amend the Food Stamp Act of 1964.

Directs the Secretary of Agriculture to prescribe, by regulation, certification procedures designed to insure participation of eligible households in the Food Stamp program. Requires that such procedures provide for 30-day certification, 30-day verification after certification, and minimum subsequent continuous certification and recertification periods of four months.
