A bill to amend the Federal Water Pollution Control Act and clarify certain regulatory authorities of the Federal Government over work and activities in navigable waters.

Revises the definition of the term "navigable waters" for purposes of the Federal Water Pollution Control Act to mean waters which are presently used, or are susceptiple to use, as a means to transport interstate or foreign commerce.

Authorizes the Secretary of the Army and the Chief of Engineers to waive jointly any requirements they may have for review and approval of any work or activities in or on waters of the United States.
