A bill to amend the Communications Act of 1934 with respect to the renewal of licenses for the operation of broadcasting stations.

Excludes from coverage under the Food Stamp Act households whose principal wage earner is on strike due to a labor dispute. States that this provision is inapplicable to households which were eligible for and participating in the food stamp program prior to the start of the strike.
