A bill to amend the Airport and Airway Development Act of 1970, as amended, to authorize the Secretary of Transportation to make grants for airport development by grant agreements with sponsors and to provide for direct payments to certain types of sponsors during fiscal years 1976 through 1980, to provide a national policy for protection and enhancement of the natural resources and the quality of the environment of the Nation in projects for airport development, and for other purposes.
Airport and Airway Development Extension Act - Authorizes the use of funds under the Airport and Airway Development Act of 1970 to mitigate adverse environmental effects resulting from airport development or the operation of aircraft.
Provides under such Act for reliever airports designated by the Secretary of Transportation as having a primary function to relieve congestion at air carrier airports.
Defines terms used in such Act. Increases the appropriations authorized under such Act. Provides for direct payments to specified sponsors during fiscal years 1976 through 1980.
Requires metropolitan airport development projects to prepare environmental impact statements. Excludes airport development projects outside metropolitan areas from the requirements of the National Environmental Policy Act, unless items of special significance such as parks or historical sites are involved.
Directs the Secretary to establish a civil avaition information distribution program within each region of the Federal Aviation Administration. States that such program shall be designed so as to provide State and local school administrators, college and university officials, and officers of civic and other interested organizations, upon request, with informational materials and expertise on various aspects of civil aviation.
