An Act to amend the Tariff Schedules of the United States to provide duty free treatment to watches and watch movements manufactured in any insular possession of the United States if foreign materials do not exceed 70 percent of the total value of such watches and movements, to amend child support provisions of title IV of the Social Security Act, and for other purposes.

=Title I:= - Authorizes the provision of duty free treatment, under the Tariff Schedules of the United States, to watches and watch movements manufactured in any insular possession of the United States if foreign materials do not exceed 70 percent of the total value of such watches and movements.

=Title II: Amendments Relating to Social Security Act= - Authorizes the Secretary of Health, Education, and Welfare to grant temporary waivers to those States unable to implement specified requirements under the Social Security Act upon the submission of specified data by the Governors of the States requesting such temporary waivers under this title.

Provides for the payment by the Secretary to such States of a reduced child welfare support under the Social Security Act for the period covered by the temporary waiver.

Provides for quarterly advances to the States for child support programs. Authorizes the payment of funds to cover specified costs incurred by the States during July, 1975, in a good faith effort to implement specified child support programs.
