A bill to amend title XIX of the Social Security Act to establish a minimum amount which a medicaid patient in a nursing home who is entitled to social security benefits has a right to keep (from such benefits) for incidental expenses, and to prohibit any requirement that such a patient turn over any part of such amount to the State as a condition of his or her medicaid coverage.
