State Department Authorization Act

State Department Authorization Act, Fiscal Year 1976 - Authorizes appropriations by category to the State Department for fiscal year 1976.

Authorizes appropriations for United States contributions to the International Civil Aviation Organization, the International Boundary and Water Commission, United States and Mexico, and the Interparliamentary Union. Limits the number of delegates from the House of Representatives after January 1, 1976, to the Interparliamentary Union to nine.

Requires that a substantial number of Foreign Service officers shall, before their fifteenth year of service, be assigned in the United States during each fiscal year for significant duty with the Congress, State or local governments, public schools, community colleges, or other public organizations designated by the Secretary of State.

Revises the provisions of the Foreign Service Act of 1946 relating to within class salary increases of Foreign Service officers and reserve officers.

Prohibits the use of funds authorized under this Act from being used for the development or implementation of the Travel Document and Issuance System or of any other new passport system.

Increases under the Migration and Refugee Assistance Act of 1962 the authorization of available funds for unexpected migration and refugee needs from $10,000,000 to $25,000,000.

Authorizes to be appropriated to the Secretary of State for fiscal year 1976 not to exceed $20,000,000 to carry out the provisions of the Foreign Relations Act of 1972 relating to Russian refugee assistance and to furnish similar assistance with respect to refugees from Communist countries in eastern Europe. States that not to exceed 20 percent of the amount appropriated may be used to resettle refugees in any country other than Israel.

Authorizes appropriation, upon request of the President, to the President for fiscal year 1977, $20,000,000 to be used for a contribution of the United States to the United Nations University Endowment Fund.
