A bill to amend the National Wildlife Refuge System Administration Act of 1966, and for other purposes.

Provides that the National Wildlife Refuge System shall be administered by the Secretary of the Interior through the United States Fish and Wildlife Service.

Directs that lands within the National Wildlife Refuge System shall not be removed from such system except by the provisions of the National Wildlife Refuge System Administration Act or by Act of Congress.
